The topic with which this Conference has been attempting to come to terms during the last three days could hardly have been more timely. It could also scarcely have been more complex, indeed dizzying at times; for we are witnessing a process characterized by a combination which has not been encountered in more than 40 years:
  • on the one hand, extremely rapid change, the pace of which has been further accelerating in recent months, weeks, days; as the constraints of the past are released, so too are old pent-up forces and new energies released, with powerful effects on the old order;

  • on the other hand, this change is of a systemic nature, affecting all aspects of society within the Union of Soviet Socialist Republics as well as in the Eastern European states.
