Abstract

For Austria, foreign policy has been a matter of national identity. Until Austrians collectively decided what they were, there could be no meaningful foreign policy. In the inter-war period, no consensus emerged as to the national identity and that seriously undermined any chance of resisting Nazi subversion or the Anschluss itself. Austria had no collective sense of itself and hence no will to defend its interests against outside threats. It was therefore impossible to develop either a national consensus or effective alliances that would have given Austria a degree of security.
