Heart Disease in Israel: Curative or Preventive Policy?

Abstract

Ischaemic heart disease is the number one killer in the modern world; it is the ‘plague’ of the 20th century (Stamler, 1985), a source of much concern to the public and health authorities alike. In Israel the figures are striking: in 1986 the ratio of deaths due to heart disease among 100 000 Jews was 243 (one-third of the total — 752) (Budget Proposal, 1989, p. 74). The standardisation rates per 100 000 also present a gloomy picture: in Israel they stand at 188.69 (in 1986), compared with the European average of 154.11 (Health System, 1988, p. 31). Although a considerable decline in the death rate was identified (particularly in the 1970s) (Epstein, 1979) the problem looms large, calling for medical and political action.1
