Abstract
One of the foundations of the Japanese government’s science and technology policy has been the promotion of technology transfer into the industrial sector. As described in Chapter 3, this has taken three principal forms of interaction between public institutions and private industry: collaborative projects involving academic and industry scientists, research associations, and autonomous research foundations (that operate private research institutes). In addition, one of the most powerful mechanisms for technology transfer has been the funding of research (principally in U.S. universities and private laboratories) and the development of commercial agreements by major Japanese corporations.
