Abstract

The taboo against the proliferation of nuclear weapons is now effectively broken. Many believe that nuclear confrontation involving one of today’s undeclared nuclear states is the most likely catalyst of a global nuclear holocaust. Most of the states that have acquired or pursued undeclared weapons capabilities have engaged in armed conflicts in recent years or have come dangerously close to doing so; many also have severe internal strife to deal with.
