Civil Plutonium in Europe and Japan in the 1990s

Abstract

Civil plutonium separation is set to increase substantially in Europe and Japan through the 1990s. New oxide fuel reprocessing capacity is due to be commissioned in France, the UK and Japan. In the UK large stocks of plutonium already exist from the reprocessing of mainly metallic fuels. Relatively small stocks are held in France, Germany, Japan, Switzerland and Belgium. These are part of plutonium use programmes which are expected to grow in the coming decade. Paradoxically, this expansion comes at a time when there is no commercial requirement for plutonium, and when the waste management advantages of reprocessing are being seriously questioned.
