Abstract

The period of increased emphasis on defence policy that followed the 1961 Note Crisis did not last very long. Budget allocations to defence forces were slashed from 1965 onwards as President Kekkonen reverted to his own dictum of the superior importance of foreign policy over defence policy. Active foreign policy, consisting of proposals affecting the entire Nordic security constellation, was the new basis on which Finland’s security was to be built.
