Abstract

For readers who are not familiar with the General Agreement on Tariffs and Trade, it may be useful to begin with a short description of the main aspects of the GATT. GATT is a multilateral trade agreement which entered into force forty years ago (on 1 January 1948), to which ninety-six countries have adhered as full members — as contracting parties in the GATT terminology. Another thirty countries have looser links with the GATT.
