Abstract

This book is about American and Soviet strategies for deterrence and war. Its title is boldly optimistic. Its focus, however, is not on the arms control end game-a world entirely free of nuclear weapons. A post-nuclear world will not be a nuclear ‘free’ world. Nuclear weapons in reduced numbers are certain to remain in the arsenals of the superpowers, but they will play a declining role in military strategy and war plans.
