Abstract

Kay and Thompson have produced a comprehensive survey of regulatory reform in UK transport and it is one with which I find myself in broad agreement. I have no fundamental objections and will confine myself to a few constructive criticisms and to points which complement and support their own observations. Firstly I begin with some general comments.
