Perestroika in the Soviet Union has beyond a doubt international as well as domestic ramifications. Modern economic progress in large and small countries alike is impossible without fully utilising the international division of labour. But in order to take advantage of the international division of labour, it is imperative that beneficial impulses from the world economy reach the domestic economy unimpeded so that short- and long-term economic decision-making proceeds with full awareness of both domestic and international options.
