Abstract
While technological advances have produced a remarkable degree of safety in air travel, unparalleled by any other means of transport, criminal attacks against airlines have posed a man-made threat for which there are no simple technical solutions. The aviation community has looked to ICAO for vigorous leadership in dealing with all aspects of the problem. Yet from the start the Organisation has had a hard time living up to this model role beyond setting minimal security standards and providing advice and training.
Aviation security is only as strong as its weakest link.

It is interesting to note that the interpretation of the terms’ security’, ‘act of unlawful interference’,’ security programme’and ‘appropriate security’ was left to the discretion of states, pending the development of definitions of such terms. The term’ security’ in Annex 6 (Operation of Aircraft), however, is used in the sense of ‘prevention of illicit acts against civil aviation’.
