Inter-Class and Intra-Class Relations of Distribution under ‘Structural Adjustment’: Turkey during the 1980s

Abstract

This paper attempts to survey and analyze changes in income distribution between (and, partly, within) social classes in Turkey during the 1980s. The justification of the choice of 1980 as the starting point of the investigation must be evident to observers of the Turkish scene. It was in January of that year that an orthodox stabilization program was launched in Turkey — a program which soon evolved into a structural adjustment model signifying a clear-cut rupture with the policies of the preceding decades. There are also good grounds for treating the 1980s as a whole from the viewpoint of economic policies: the parliamentary, military, semi-military and, once again, parliamentary regimes which followed each other during these years represented striking continuities with respect to the basic economic policy orientations. And it is no less a personality than the present prime minister Turgut Özal who symbolizes this continuity as the ‘overlord’ in economic matters during the whole of this period except for an interval of sixteen months in 1982–83.
