As the Institute embarks upon its fourth decade, the time has undoubtedly come to take stock: to reflect upon past changes in the strategic arena and how the Institute has studied them, and to analyse current trends and evaluate their possible implications for international security. For this undertaking, no venue could have been more appropriate than Brighton, since our Institute can trace its origin to a seminal meeting held in this town in January 1957. The task of this Conference has clearly been a daunting one: given the depth and breadth of our concerns and the need to cover a broad time-frame, looking back and forwards, it could hardly have been more challenging.
