Abstract

This Paper focuses on the issues of controlling strategic and intermediate-range nuclear forces. It first briefly reviews the arms-control record, then discusses the INF Treaty and the prospects for START. The Paper concludes with a few thoughts that may be helpful in guiding future efforts.
