Transfer to Washington DC to Become Deputy Assistant Secretary of State in Charge of Refugee and Migration Affairs
In mid-1975 I was transferred from my post at the US Mission in Geneva to the State Department in Washington DC, where I was to become the Deputy Assistant Secretary of State in Charge of Refugee and Migration Affairs. This assignment placed me, for the first time in my career, in the realm of policy making as well as overall program management in the field of refugees and migration.
