Abstract

The winter of 1945–46 was quite severe and the situation in Austria was difficult in terms of food and fuel shortages. Although Austria was considered ‘liberated’, the occupation forces of the Allied Powers were in place throughout the country — the British in Carinthia and Steiermark, the French in the Vorarlberg and Tyrol, the Russians in Burgenland and Lower Austria and the Americans in Land Salzburg and Upper Austria. Vienna, like Berlin, had been declared an international city, with all four occupying powers represented there. The United States forces in Austria (USFA) were under the command of General Mark Clark, and USFA’s headquarters were in Vienna.
