Verifying NATO—Warsaw Pact Force Reductions and Stabilising Measures

Abstract

In the wake of the successful INF negotiation, new negotiations on force reductions and stabilising measures in NATO and Warsaw Pact forces stationed in Europe will begin in 1988, or at the latest in 1989. Among the highly complex problems negotiators at the new talks will have to resolve, if they are to achieve a concrete outcome, is the issue of verification — verifying that residual ceilings on forces and armaments after reductions are not exceeded and that other obligations undertaken are complied with. This account of the issues and procedures which will be involved in verifying a NATO—Pact force reduction is written both for those who are informed on details of the NATO—Pact confrontation and for those who have not closely followed this subject. For the latter, this chapter will also provide some insight into the broad range of problems which will have to be resolved in order to reach agreement on reductions as well as verification.
