Abstract

Following the Third Plenum China embarked upon a nationwide reform of the economic administrative system. In the space of a few short years China’s economic life has undergone a series of fundamental transformations. In the course of this great reform backward regions have a more pressing need than other regions to carry out a fundamental reorganisation of their socioeconomic structure. Whether they will be able to grasp this historic opportunity and create advantageous conditions for the invigoration of their economies depends crucially on whether or not they grasp the opportunity to make specific choices which accord with the realities of their regions.
