Abstract

I will not burden this record with an account of the various frustrations and delays which beset the beginnings of an enterprise. Suffice it to say that, after one abortive start in which we flew the greater part of the Atlantic only to be turned back by headwinds, we landed in fine style this morning at Montreal Airport (Dorval) having evaded our headwinds of the day before by a detour via Iceland.

When the British ‘Proposals for an International Clearing Union’ were published as a White Paper, Cmd 6437, on 7 April 1943 there was considerable American comment on the way that the voting formula worked out. Yet as Keynes commented soon after, the British ‘were so little interested in this that we never calculated just what it would work out at’ (JMK, vol. XXV, p. 245).
