Abstract
The picture of Western European non-proliferation policy during 1985–87 is a mixed one. While this field remained on the sidelines of European affairs, political aspects appear to have gained ground against purely economic considerations; the organisational framework for European co-operation has been improved; and in some instances, commendable initiatives have been taken by European countries. At the same time, contradictions remain, in non-proliferation as well as in broader nuclear policy. Such differences continue to pose obstacles to efficient co-operation.
