Abstract

The prevailing attitude seems to be that “things are getting worse, no one is safe in their beds, let alone on the streets, and violence lurks around every corner.” Something evidently must be done to make the place safe for law abiding citizens. So the police should be fully armed with all that modern electronics can provide in the way of information storage and recall, surveillance and communication.
