Abstract

Responsibility for community wellbeing is caught up in the politics of federalism which sees shifts, over time, in the balance between control and decision-making at the centre, and control and decision-making at the periphery. When translated into human service provision, issues of public finance are every bit as important as ideological issues relating to needs, rights and shares. Expenditures by governments relate closely to perceptions and measures of need within the community generally and within jurisdictional boundaries.
