As we have indicated earlier, in the context of the relations between the Soviet Union and the United States and of the ongoing arms race, the economic factor is seen by the Soviets as an instrument of American foreign policy in its offensive against the USSR. There is also another factor:

While the first and foremost objective of the US is to achieve military superiority, they have also initiated an economic war whose aim is to weaken the Soviet economy, and, at the same time, have also launched an ideological and psychological war to undermine the social, political and ideological unity of Soviet society. (Volkogonov, 1983, pp.5–6)
