Abstract
By 1880 Argentina and Canada had achieved a political condition in which a single government controlled the territory and population which today bear these names. In formal terms the Argentine Republic had a legal identity in the international community which was much clearer than that of the Dominion of Canada, but in practical, operational matters there was little difference in the capacity and the responsibility of both governments to make the policies and administer the affairs of the two communities.
