Abstract
Is the Sudan a special case? The Sudan is the largest country in Africa with an area of about 2.5 million square kilometres. The population is approximately 21.3 million (mid-1984) with an annual growth rate of about 2.9 per cent. It is classified as a Least Developed Country with a per capita income of 360 US dollars in 1984 (World Bank 1986, Table 1).
