Abstract

The substantial ‘successes’ registered by the Soviets in the Third World in the 1970s that led some observers to see a qualitative shift in the relative positions of the USSR and the United States have not led to comparable gains in the 1980s. In fact, a number of Soviet clients now face serious internal challenges.
