Abstract
Southern Africa remains a region of potential opportunity and corresponding risk for the Soviet Union at a time when its relationships in most other parts of the world have stabilised and when its domestic economic priorities argue for an overall reduction in any commitment of money, arms, and political energy to major regional interventions.
