Abstract

The comparative study of human rights is a relatively recent academic undertaking. Scholarly efforts in this area have focused on three major research questions. These central themes include: 1) the theoretical question of defining human rights; 2) the methodological issue of measuring human rights; and 3) the explanatory problem of accounting for the variation found in human rights conditions in different nations. While the focus of this chapter is on explanatory conditions, any attempt to wrestle with the third of these themes requires at least a peripheral discussion of the first and second questions.
