Abstract
What has been the People’s Republic of China’s social and economic rights performance since 1949 and how does it compare to other developing Asian countries as measured by the Physical Quality of Life Index (PQLI)?1 To answer I will first present data on China’s performance from 1949 to 1978 and from 1978 to the present for each major rights area identified in the 1966 Covenant on Social and Economic Rights. Second, the data on China will be evaluated using PQLI criteria. Finally, China’s PQLI performance will be compared with other developing Asian countries.
