Abstract

In order for effective regional economic development to occur in centrally planned economies, there should be a clear set of administrative and procedural arrangements which detail mutual obligations, responsibilities and mechanisms for policy decision-making concerning spatial resource allocation between all party, state and economic agents. The way resources are actually allocated clearly will be influenced by the sets of interrelationships established between these bodies, the laws which govern these interrelationships and the degree to which they are adhered by individual economic actors.
