Abstract

In all countries where there is more than one television channel the problem of combining the presumed benefits of competition with assumed social objectives of public broadcasting policy have shown themselves to be complex if not intractable. In the United Kingdom, the creation of Independent Television served to provide competition for the BBC, but the two organisations operated under broadly similar remits not all aspects of which could be reconciled with adversarial postures. Not infrequently desiderata of competition, co-ordination, co-operation and ‘viewer choice’ were mutually exclusive.
