Abstract
The Commonwealth of Australia was established as a federation of six British colonies in 1901. The colonies already enjoyed a large measure of self-government. Their assemblies were elected on a very broad franchise. In South and Western Australia women already had the vote. Elsewhere manhood suffrage was the norm, although there was a small property requirement in Tasmania. In Queensland, Western Australia and Tasmania plural voting on a property basis was in force. Everywhere the ballot was secret (Hughes and Graham, 1968 : 280).
