Abstract

Ambassador Okawara has done a very fine job in delineating some of the salient similarities and differences between the security order in the North Atlantic and Asian-Pacific areas. I have no quarrels with his analysis or general prescriptions, but I want to elaborate on a few perspectives and observations.
