Abstract

Following publication of the Warnock Report in June 1984, the U.K. Government, through the Department of Health and Social Security, produced a Consultation Paper in December 1986: Legislation on Human Infertility Services and Embryo Research. The Government had indicated that it intended to introduce legislation, and the aim of the Consultation Paper was to allow interested organisations and the public to comment on their proposals. The Paper was essentially a summary of the Warnock Committee proposals, together with some background information. Since the whole issue of human infertility and embryo research is very much for the individual conscience and transcends party political differences, the Paper did not attempt to be dogmatic, but to frame its proposals as alternatives, options and requests for clarification and guidance. Those who wished to comment were allowed six months to do so.
