Abstract

“Adjustment” has become a fashionable term in contemporary economic analysis and in formulating the approach to macro-economic policies. Not enough heed, however, is paid to the relationship of this term, or of this approach, to the background of a broadly conceived development strategy. “Adjustment” is only a synonym for change; yet “development” also implies change.
