Abstract
1. The promotion of good health and the prevention of disease is by no means the unique responsibility of the NHS. Factors which determine good health in individuals and communities are diverse, and are frequently outside the immediate influence of health authorities and health professionals. However, the promotion of good health is central to the aims of the NHS embodied in the 1946 Act and confirmed by all Governments since. Through the Act the Secretary of State is charged with the responsibility for promoting a comprehensive health service designed to secure improvement
