Abstract

1. Overall responsibility for health services in England rests with the Secretary of State for Social Services. In Wales, responsibility rests with the Secretary of State for Wales. The Secretary of State for Social Services discharges his responsibility through field authorities who are his agents. There are four types of field authority: regional health authorities, district health authorities, family practitioner committees (FPCs) and special health authorities (these are mainly responsible for London postgraduate teaching hospitals).
