Abstract

The massive revision of industrial targets in 1929–30 and the forced collectivization of agriculture set the agenda for economic policy in the remaining period of the first five-year plan. To realize the ‘revolution from above’ the party-state apparatus was expanded and radically transformed. The relative pluralism of the NEP gave way to a far more centralized, hierarchical, statist system. The alliance of forces which constituted the Stalinist bloc was increasingly strained. TsKK-NKRKI, which had played such a central role in the process of transformation, lost many eminent leaders and specialists. In the dramatically changed circumstances of the early 1930s NKRKI was compelled to redefine its role, and to justify its continuing usefulness to the Politburo.
