Abstract

The unification of TsKK and NKRKI in 1923 established a powerful unified agency of party and state control. The despised and ineffective NKRKI was transformed into one of the central links in the party-state apparatus. By 1929–30 TsKK-NKRKI had become one of the most powerful institutions in the USSR, wielding enormous influence on policy-making. This was achieved through a long and complex process of adjustment, through which NKRKI developed its organization and function, and studiously cultivated its links with the Politburo and Sovnarkom. TsKK-NKRKI’s rise to prominence was also shaped by the intense factional and policy disputes of the 1920s, in which it played a crucial part.
