Abstract
A review of the roles of non-governmental organisations (NGOs) is appropriate in a volume on Poverty, Development and Food to honour one whose approach over the years has reflected the commitment of NGOs to place human beings, particularly the impoverished, at the centre of the development enterprise. Those roles as I see them are basically three: to assist the poor as operational development agents, to educate people to development imperatives, and to influence governments through advocacy of more appropriate public policies (Minear, 1983).
