Abstract

It might be accepted as the fundamental and self-evident maxim of surface water pollution control that any effective movement towards the limitation of pollution, or towards the maintenance of good quality streams, can only be made as the result of adequate legislation. It is also perhaps self-evident that any such ‘effective legislation’ can only be such if it allows for and promotes the establishment of competent enforcement authorities to execute the control legislation.
