Abstract
Since the start of the National Health Service (NHS) in 1947, there have been huge increases in the numbers attending hospitals, and in the hospital ‘bed turnover’ rate. Between 1955 and 1976, hospital out-patient attendances had increased by 21 per cent to almost 48 million. In this time new attendances at accident and emergency departments doubled to ten million.
