Abstract
From the Berlin blockade until the Quadripartite Agreement, Berlin was the focus of the struggle for power between East and West. The Quadripartite Agreement has stabilized the status of Berlin, which is no longer the object of emergency meetings in the Western Alliance. However, even today, understanding the situation of West Berlin in security policy terms can help to heighten awareness of the functions of, and limits to, the current strategy debate in the Alliance.

The term ‘security partnership’ (Sicherheitspartnerschaft) was introduced into the German debate by Helmut Schmidt. In his speech before the Special Session on Disarmament of the General Assembly in 1978, he was the first politician to propose certain criteria for the concept of security partnership. On the basis of a further development of these criteria, the SPD voted in December 1979 to adopt a comprehensive arms-control concept, in which the decision on the issue of INF was included.
