Taking simply Soviet, and especially East European, sources, it is impossible to give an answer to the question implicit in the title of this Paper. Except perhaps in Eastern Bloc specialized military journals, to which the author does not have access, the Soviet and East European media are notably reticent about matters relating to military doctrine and strategy, and to any shifts or changes in them.
