Abstract
Latin America provides a particularly significant case for studying the impact of the expansion of Third-World navies on the new ocean order. It was Latin America that gave the original impetus for the new ocean order and which subsequently played a key role in rallying others behind the demand for extended national ocean zones. It is thus particularly appropriate to consider the Latin American experience when seeking to understand the possibilities and constraints of the new order.
