Abstract

The purpose of this study has been to develop and apply a methodology — the Third-World naval hierarchy — for analysing the implications of the spread of maritime weapon systems in the Third World. This purpose has now been achieved. Part I of this study set forth the Third-World naval hierarchy and Parts II and III applied the hierarchy to the various ocean zones and regions, while assessing conflict prospects and the possibilities for arms control. Each chapter contributed to this end and conclusions were offered in each chapter as appropriate. These conclusions need not be restated or synthesised here. Instead, this concluding chapter aspires to build on the findings of the study by posing and then answering two interrelated sets of questions.
