Abstract

One aspect of the consolidation of the biological disarmament régime which had no direct precedent in earlier arms limitation treaties was the enactment of domestic legislation. This flowed from, or was prompted by, Article Four, which required states parties to ‘take any necessary measures to prohibit and prevent’ the commission on their territory, or within their jurisdiction or control anywhere, of activities banned by the 1972 Convention.
