Abstract
As indicated in chapter 5, one of the primary motives behind the passing of the Data Protection Act was the need to ratify the Council of Europe Convention on the Protection of Individuals with Regard to Automatic Processing of Personal Data (the Convention). Without such ratification it is likely that other countries, particularly in Europe, would have placed restrictions on the extent to which data could be transferred into the UK.
