Abstract

The problem of investment priorities is a special case of the general problem of choice. It involves three types of questions: what is being selected, what is the selective norm, and who is making the selection?

The author is an expert of the Technical Assistance Administration of the United Nations, but the paper reflects only his personal views. He is grateful for the useful comments received by staff members of the Economic Commission, for Latin America, but for all mistakes he takes entire responsibility.
